Job Title: Accountant I
Department: Health & Human Services
Reports To: Business Manager
Pay Classification: Grade G
SUMMARY
Responsible for performing a variety of duties that include preparing the agency's client payrolls, accounts payable, and accounts receivable.
Prepare numerous financial reports on a monthly, yearly, and as needed basis.
This position involves application of standard record keeping and accounting techniques in accordance with GAAP and established county policies and procedures.
Requires knowledge of state, county and federal accounting procedures.
Able to use own judgment in choosing priority of assignments to be accomplished.
Must understand, support, and work within the values, mission, and vision of the agency.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following, but are not limited to: Prepare weekly accounts payable vouchers.
Prepare numerous monthly financial expenditure reports.
Prepare reconciliation report between county's general ledger to the expenditure reports to the Community Aids Reporting System (CARS) and CORe reports that are received from the state.
Detailed excel spreadsheets are maintained for office and audit analysis.
Assist in preparing yearly financial reports including the 942 statistical report, HSRR, Health & Human Services Annual Report, budget reports, and other reports as needed.
Develops financial reports using spreadsheet application and accounting software.
Maintain subsidiary ledgers by posting and reconciling data on all Long Term Support clients to the Long Term Support Module.
Prepare monthly state Human Services Reporting System (HSRS) reports for the Community Services Division and reconcile year-end Human Services Reporting System (HSRS) reports with the general ledger and Long Term Support Module.
Perform New View Industries client payroll functions including withholding, federal depositing, also prepares quarterly SUTA and 941 forms , and yearly W-2’s and 940 FUTA forms for the IRS.
Ensure payroll deductions are distributed according to Federal & State directives on mandated time periods .
Prepare, maintain, and bill TPA for CLTS monthly expenses.
Prepare various reports via the Business Object portal.
Responsible for New View Industries and/or New Beginnings bookkeeping, checking account, bank deposits, reconciliations, and other record keeping functions.
Responsible for billing clients in several program areas.
Handles questions and complaints regarding billing and processes delinquent accounts for submission to collection agency.
1 Maintain and insure accuracy of the agency’s contract log expenses and revenues.
Reconcile the agency contracts to the contract log and to provider audit confirmations.
Insure accuracy of time cards and mileage/reimbursement expense sheets.
Assist in developing Case Management and other hourly rates for billing purposes.
Prepare, maintain, and enter monthly journal entries into accounting system.
Maintain Juvenile Restitution account, by recording and reconciling the juvenile’s court ordered payments on a separate ledger to the County’s general ledger subsidiary account.
Prepare bank reconciliations for various client and agency accounts.
Annually insure the accuracy of Health & Human Services 1099 IRS forms.
Oversee the receipting process, and supervise the deposit of monies and insure its accuracy with the County Treasurer.
Assist in the Representative Payee Program.
Receive and disperse SSA and SSI benefits to insure that the beneficiary’s daily needs and authorized expenses are met.
Assist in the financial area of eWISACWIS (electronic Wisconsin Statewide Automated Child Welfare Information System) in the Family Services Division.
Update and reconcile trust account information on a monthly basis into the eWISACWIS computer system.
Participate in a program of staff development to enhance skills and knowledge through training and ongoing performance evaluations.
Prepare for and respond to community emergencies including, but not limited to natural and manmade disasters.
Perform all other duties as assigned.
SUPERVISORY RESPONSIBILITIES This job has no supervisory responsibilities.
SUPERVISION RECEIVED Employee receives little guidance and oversight by supervisor and for the most part works on their own, referring only unusual cases to supervisor.
Must be capable of working with a minimum of supervision and maintain a high degree of confidentiality regarding office and client information.
Position requires a high level of maturity and strong self-direction, motivation and excellent organizational skills.
Expected to make accurate, rapid decisions regarding planning and scheduling of work priorities.
QUALIFICATIONS Associate's degree in Accounting from a two-year college or technical school and one to three years related experience and/or training.
Courses in typing, computers, organizational skills, and general business are also necessary to perform the duties of this position.
Proficient computer utilization skills.
This position requires a high degree of accuracy.
2 Knowledge of the State of Wisconsin accounting procedures, General Accepted Accounting Procedures (GAAP), and State Cost Allowable Policy.
Knowledgeable in modern office equipment, such as computers, fax machines, calculator, and copiers.
High proficiency and knowledge in Microsoft Office including Excel and Word.
Knowledge of Quick Books preferred.
LANGUAGE SKILLS Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, auditors, other county departments such as Treasurer, Finance, and TS departments, State of Wisconsin, and the general public.
MATHEMATICAL SKILLS Ability to work with mathematical concepts such as probability and statistical inference.
Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Ability to calculate figures and amounts such as discounts, interest, commissions, and proportions.
Ability to apply concepts of basic algebra.
REASONING ABILITY Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Audit errors could result in State disallowance of funds.
Loss of State and Federal funds could result if reports were not completed correctly or in a timely manner.
